SUBJECT: Carry Over Funds for MEC Budgets

STATEMENT OF QUESTION:

Should the BOD modify Section IV.B.7 of the Policy Manual of the AFA-CWA Constitution and Bylaws to remove the cap for MEC carry over funds?

BACKGROUND INFORMATION:

Section IV.B.7 of the AFA-CWA Constitution and Bylaws Policy Manual provides for twenty percent (20%) of Local Council Budget remaining funds at the end of the year to be credited to the next year’s budget up to a maximum of $10,000. The nominal cap creates a disparity insofar as the amounts may constitute as much 20 to 50% of the annual budgets for smaller MECs but as little as 1 to 3% for larger ones.

PROPOSED RESOLUTION:

THEREFORE BE IT RESOLVED that Section IV.C.1 of the AFA-CWA Constitution and Bylaws Policy Manual will be modified to read as follows:

7. Twenty percent (20%) of all Master Executive Council controlled budget surplus, not to exceed ten thousand dollars ($10,000.00), may be carried over in succeeding years.
