2008 Agenda #4 SUBJECT: Carry Over Funds for Local Budgets STATEMENT OF QUESTION: Should the BOD increase the percentage of Local Councils Budget funds to be carried over to the next fiscal year from twenty percent (20%) to fifty percent (50%)? SOURCE AND DATE SUBMITTED: UAL MEC - May 9, 2008 BACKGROUND INFORMATION: Section IV.C.1 of the AFA-CWA Constitution and Bylaws Policy Manual provides for twenty percent (20%) of Local Council Budget remaining funds at the end of the year to be credited to the next year’s budget. While this percentage provides some additional incentives for Locals to stay within budgets, a larger portion would be more meaningful and also ensure that funds remain where they were originally designated to be used. PROPOSED RESOLUTION: THEREFORE BE IT RESOLVED that Section IV.C.1 of the AFA-CWA Constitution and Bylaws Policy Manual will be modified to read as follows: C. Local Council Expenses 1. Each Local Council will be allowed a regular monthly allowance based on eighteen percent (18%) of the total monthly dues including service charge monies of the Council affected. However, in no event shall such monthly allowance be less than an amount equal to eighteen percent (18%) of the total of 100 members’ and service charge payers’ dues. Fifty percent (50%) of any funds remaining at the end of the fiscal year are to be carried over into the succeeding years’ local budget. All remaining funds are to be returned to the Airlines Master Executive Council Administrative fund. |
