SUBJECT: Section XIV B 2 Political/Legislative Policy Committee Transition

STATEMENT OF QUESTION:

Should the term of office and appointment of the Political/Legislative Policy Committee transition to become in line with the new Board of Directors meeting calendar?

BACKGROUND INFORMATION:

The Political/Legislative Policy Committee term of office was established to run concurrent with the term of the U.S. Congress which is a two year period always beginning in an odd numbered year. Thus the current 110th Congress will finish at the end of 2008 and the next (111th) Congress will begin a two year period in January 2009.

Our current Political/Legislative Policy Committee’s term of office also completes at the end of 2008. Under the previous BOD meeting schedule the new Political/Legislative Policy Committee would be appointed by the BOD in the fall of 2008 to begin a term concurrent with the next Congress. Because the AFA-CWA Board is meeting in July of 2008 and will not meet again until March 2009, 3 months after the start of the new Congress, it is desirable to appoint an AFA-CWA Political/Legislative Policy Committee at the July 2008 meeting. Section XIV D. 2. a. compels the committee to conduct an annual review of upcoming legislative activities and to propose a legislative agenda for a congressional session. Further, in order to provide for continuity in this Presidential election year, it would be beneficial to our legislative agenda for the newly appointed Committee to take office immediately and serve through the end of the next Congress in 2010.

PROPOSED RESOLUTION:

WHEREAS Section XIV B. 2. provides that the AFA-CWA Political/Legislative Policy Committee is appointed to serve a term beginning January 1 of odd numbered years which coincides with Congressional sessions that run for two years beginning in January of odd numbered years, and

WHEREAS the current Committee term expires at the end of 2008 and in prior years the AFA-CWA Board of Directors would normally appoint a new committee during the meeting traditionally held in October or November, and

WHEREAS the annual AFA-CWA Board of Directors meetings will move to earlier meeting dates and months each calendar year beginning in July, 2008 and March, 2009 and thereafter, and

WHEREAS the Political/Legislative Policy Committee conducts an annual review of upcoming legislative activities and proposes AFA-CWA legislative priorities for each congressional session,

THEREFORE BE IT RESOLVED that the appointment of a new Political/Legislative Policy Committee by the July 2008 AFA-CWA Board of Directors ensures continuity between the Committee responsibilities, as outlined in Section XIV D, and the new session of Congress which begins January 1, 2009, and

THEREFORE BE IT RESOLVED that this 2008 AFA-CWA Board of Directors will appoint a Political/Legislative Policy Committee in accordance with Section XIV B , and

BE IT FINALLY RESOLVED that said Committee shall take office immediately and serve until December 31, 2010.
