SUBJECT: AFA-CWA Officer and Committee Training Costs

STATEMENT OF THE QUESTION:

Should AFA-CWA International bear the cost of training all elected LEC and MEC Officers and Committee Members?

SOURCE AND DATE SUBMITTED: NWA MEC – May 9, 2008

BACKGROUND INFORMATION:

Under increased pressures from drastically reduced pay and the increased flying necessary, the current funding of training from the LEC and MEC budgets undermines the strength of our union. It is difficult for officers and committee members to obtain necessary training, since there is little to no money in the budget for this. This training is needed to provide the appropriate level of service to our members.

PROPOSED RESOLUTION:

WHEARAS AFA-CWA LEC and MEC are struggling to support the costs associated with officer and committee member participation in training programs, and

WHEREAS LECs and MECs are operating on extremely limited budgets and representatives need this training to provide direct support and assistance to the Members, and

WHEREAS “participation” must be defined so as to define and quantify a budget,

THEREFORE BE IT RESOLVED that all sections of the AFA-CWA Constitution and Bylaws relating to training costs, be changed to reflect International Budget funding of such training of MEC and LEC Officers and Committee Members, and

BE IT FURTHER RESOLVED that “participation” for purposes of determining a budget estimate will mean funding the cost of all elected MEC and LEC Officers’ and Committee Members’ participation in available AFA-CWA applicable training programs, and

BE IT FINALLY RESOLVED that costs included would be normal costs as defined in the AFA-CWA Constitution and Bylaws, including associated and necessary Flight Pay Loss.
